Expanding How We Notice and Respond to Children’s Play, Learning, & Communication

This two-part pre-conference session invites participants to slow down, look closely, and expand how we interpret children’s action and communication—especially when it shows up in subtle, unconventional, or easily missed ways. Grounded in CARA’s Kit for Toddlers and aligned with recommended practices in early intervention and inclusive early childhood education, this experience blends foundational knowledge with guided observation and practical application.
Whether you work in homes, classrooms, or clinical settings, this pre-conference will help you strengthen your ability to notice what children are already telling us—and respond in ways that deepen participation, connection, and learning.

Session 1: Noticing Differently: Expanding How We See Children’s Play, Learning, & Communication  

In this foundational session, we’ll explore how children show us what they know, feel, and want—through gestures, actions, attention shifts, vocalizations, and more, not just spoken words. Drawing on the framework of CARA’s Kit, we’ll discuss how adults can adapt our routines, environments, and responses to support each child’s way of expressing and participating. By deepening our awareness of these diverse communication and learning pathways, we strengthen our ability to connect, interpret, and respond in ways that allow every child to participate meaningfully in play, learning, and social interaction.  

Session 2: Noticing More, Doing More: Responsive Support for the Many Ways Children Play, Learn, & Communicate

 In this applied session, we’ll build from the noticing framework introduced in Session 1 to practice observing children’s play and identifying the many ways they express, learn, and participate. Through guided reflection and examples rooted in CARA’s Kit, we’ll explore how small shifts in our responses, routines, and environments can expand children’s opportunities to communicate and engage. Participants will leave with practical, flexible strategies for responding in ways that support meaningful participation and connection in play and learning

What You'll Learn

Upon completion of this series, you will be able to:

  • Identify at least three conventional and non-conventional ways young children communicate, learn, and participate during play and everyday routines.
  • Explain how sensory-motor, regulatory, and attentional factors influence children’s actions and communication during play and learning activities.
  • Analyze a child’s participation by examining the social, physical, and temporal features of a routine using a CARA’s Kit–informed noticing framework to identify environmental strengths and areas for adaptation.
  • Select and justify at least two responsive adaptations to adult interactions, routines, materials, or pacing that support active participation and communication.
  • Apply a noticing-to-responding process to describe one specific change they would make in their own practice to increase a child’s engagement, participation, or learning opportunities.

About the Approach

This pre-conference is grounded in CARA’s Kit for Toddlers: Creating Adaptations for Routines and Activities, co-authored by the session presenter and currently being updated for a new edition. CARA’s Kit is widely used across EI and early childhood settings to support participation-focused, family-centered practice through thoughtful adaptations—not quick fixes.
The session also aligns with DEC Recommended Practices and contemporary early intervention literature, emphasizing:
  • Authentic observation within everyday routines
  • Strengths-based, culturally responsive partnerships
  • Environmental “goodness of fit” as a driver of learning and participation

Dr. Philppa (Pip) Campbell

 Thomas Jefferson University’s Center for Measurement & Outcomes Research

Philippa Campbell has conducted research in areas of inclusion, integrated therapy, and family-centered practices, including caregiver teaching, professional development models, and the use of adaptations and assistive technology interventions to promote children’s participation in home, child care, school, and community settings. A central focus of her work has been supporting children with multiple challenges and their families.

From 2002–2012, Dr. Campbell served as Co-Director of the Tots ’n Tech Research Institute, alongside Jeanne Wilcox, MS, CCC-SLP. Tots ’n Tech was a federally funded program dedicated to advancing research, professional learning, and implementation related to adaptations and assistive technology for young children and their families—work that continues to influence inclusive early intervention and early childhood practice today.

Her work has been supported by numerous federal, state, and foundation grants. Formerly the founder and director of Ohio’s Family Child Learning Center and the Teaching and Learning Collaborative (TLC), Philadelphia’s early intervention professional development program, Dr. Campbell is currently designated as a Collaborating Researcher with Thomas Jefferson University’s Center for Measurement & Outcomes Research. She also independently contracts with universities, early intervention state entities, and organizations serving infants, toddlers, and preschool-aged children.

Dr. Campbell has published numerous articles, chapters, and practitioner-focused materials, presented nationally and internationally, and taught in university programs in early childhood education and occupational therapy.
